Newton County Jail, AR

The main county jail is in the city of Newton, Arkansas, in Newton County and is owned and operated by the Sheriff’s Office. The facility houses inmates from Arkansas, Oklahoma, and other neighboring counties.

The jail built in Elm Streets was to help relieve overcrowding at the existing county jail. The new facility opened in 2009 to replace an older facility operated by the sheriff’s office before that time.

The current jail has been modernized since its construction, adding more modern technology such as surveillance cameras, electronic devices for keeping track of inmates’ movements, and other security measures.

Its facade features a central entrance flanked by barred windows, as well as a larger two-leaf casement window at the center of the second floor that is also barred.

In 1994, the structure was added to the National Register of Historic Places.

Notable Events in the Facility

A former Newton County Jailer was ordered to pay restitution for allowing Sean Hall, an inmate, to be attacked.

A judge ordered the former jailer, Shermaine Carlisle, to pay $638,250 in restitution for causing injury and bodily harm to a prisoner. The incident occurred in 2019 and resulted in a broken nose for the offender.

Jail staff reported that Carlislie was not following proper procedure when he allowed an inmate who had been fighting to be released from custody into the general population.

Newton County Correctional Center

The Correctional Center was a maximum-security prison in Newton County, Arkansas. The facility opened in 1995 and held male inmates with a capacity of 832 beds.

Rogue inmates’ actions caused the jail to start feeling less secure. The Texas Commission on Jail Standards intervened and began enforcing state standards at the facility in February 1998 due to fires, riots, escapes, disputes, and legal actions that occurred throughout 1996 and 1997.

The prisoners were released in March 1998. The Bobby Ross Group was fired in May, and the Correctional Services Corporation took its place. The inmates from Hawaii remained.

With effect from November 2009, the county terminated its contract with GEO Group due to growing insecurities in the succeeding years. After the final prisoner left towards the end of 2011, operations under Community Education Centers continued until the unit was permanently closed in 2012.

Newton County Sheriff’s Office

The Sheriff’s Office is in charge of maintaining law and order for Newton County and its residents. Newton County residents have access to the office’s services around-the-clock.
